[3.21]How Consecrated Path Chieftan changed in Crucible (guide and pob)

Mid-League update to the Consecrated Path Chieftan with what I've found in Crucible league so far. Still no BLS with 1-3 added flat fire per 10 strength, but maybe some day this league. If you find a Scepter with that mod, ping me so I can buy it off you.
