If you need more res, get an open suffix and desecrate. If you are good on res, then look for an open prefix to desecrate and try to hit ES.
Sceptre: variable. I'd guess under a div to hit. Buy these bases, hit with a greater essence of command, and then an omen of greater exaltation and greater exalt orb. You can sell the ones you don't want for a decent amount. Some will even sell for a lot to fund the rest of your build. You're looking for minion cast speed, crit chance, and/or crit damage. It took me 10 tries to hit a workable scepter. it's about 15ex per try. So it cost me 150ex. But I also made ~300 ex off the ones that I didn't want.

Amulet: 5-30ex. https://www.pathofexile.com/trade2/search/poe2/Runes%20of%20Aldur/EBKzo2WKS5 Get some build glue on your amulet. So buy this last. If you need more res, get that. More attributes? Look for that. This is a cheap and easy part of your gear. Push for a +3 amulet if you can afford it. This trade link is only for +2.
Rings: ~30-50ex. Just get one to fix your resistances. ANd then a 25% evergrasping ring. You can upgrade to a 30% later on when you have more currency.
Belt: 20ex. https://www.pathofexile.com/trade2/search/poe2/Runes%20of%20Aldur/aL2z9D0aCe If these get too expensive, remove the res or immobilization buildup. The 2 important mods are damage with command skills and minion AOE If you have some extra currency and there is an open prefix, feel free to try slamming the archon mod on with an altered collarbone. Just note that it is a pretty rare mod, and you're not likely to hit it. And on a belt this cheap, it's probably not worth doing.
Jewels: https://www.pathofexile.com/trade2/search/poe2/Runes%20of%20Aldur/2KygLznock buy these and use diluted liquid ire to get max ES on them. Keep going until you hit good jewels. You can also look for curse jewels, minion crit damage bonus, minion damage, etc. There are lots of good jewels out there.
offhand: a good +4 or +5 cold skill wand with cast speed and a focus with similar ES as your main hand one.

On the focus, we don't care too much about suffixes so you can just slam a prismatic alloy on it. MAKE SURE IT HAS 6 MODS THOUGH! Otherwise it can eat a prefix to give a suffix.
Also make sure you can wear all your gear when you weapon swap, otherwise casting frostbomb is going to be really awkward.
