The reworked Ralakesh's Impatience boots make your minimum charges equal to your maximum charges when standing still. This got me thinking about the possibility of a charge stacker who only needs the stacks while standing still, for example when casting a spell. These boots should also interact in an interesting way with another unique, Malachais loop. This shield normaly removes all power charges upon reaching the maximum.
