That fact that ball lightning hits every 150ms has always made me think it would be an interesting applicator for poison, but given lightning damage didn't really have any good way to do that I forgot about it.... Until I saw the new Voltaic Rift. I want to present to you a league starter build I made last league. I played in a relatively small private league and mainly crafted the gear myself. I'm not a terribly good crafter so those more proficient at crafting would have an even easier time.
