I want to present to you a league starter build I made last league. I played in a relatively small private league and mainly crafted the gear myself. I'm not a terribly good crafter so those more proficient at crafting would have an even easier time. Those who play trade league will find the build to be even smoother in its progression.I'll be explaining some thing about the build that many may already know but I want to keep it as noob friendly as possible.

Offenses: 2.3 to 3.1 million DPS
Max DPS conditions: Flame wall, Frost Shield, 3 intensity, 1 sigil of power stage, onslaught (orb of storms), power charges (orb of storms), enemy is on consecrated ground (zealotry), unnerve (glove implicit), Assassin's Mark
Ball Lightning is our main single target and clear speed skill.
Pinpoint is used for clear speed while also giving the single target damage flexibility for boss fights.
We run inspiration and good enough mana regen from clarity and reduced mana cost of skills mastery to deal with mana issues. This was a swap. We can run lifetap with the appropriate Life mastery until we obtain the sufficient mana regen to run inspiration instead.
Ball Lightning Residence Time: Ball Lightning shoots out lightning bolts every 0.15 seconds that hit all nearby enemies in an area. Although area damage does nothing for Ball Lightning, area of effect and projectile speed affect the amount of bolts an enemy can get hit by. We want more area of effect and less projectile speed. We run Slower projectiles. As extra sources of extra hits, the helmet enchant for the aoe and an Adjacent Animosity anoint on the amulet are both very nice.
Defenses: 6.7k Life, 15,100 to 35,308 armor (molten shell, flasks) , (49-58)/(56-60) block/spell block, Brine King Pantheon
Max defensive conditions: Frost Shield, Sapping ground, Molten Shell, Flasks
We run Determination, Defiance Banner, and we try to get a lot of Block and Spell Block. This combined with the consecrated ground nodes on Inquisitor allow us to be very tanky, allowing us to have this "stand still" playstyle that would normally be the end of a spellcaster build.
We also have a cast when damage taken molten shell setup and run frost shield (which is more used for extra crit chance source).
With this build I have killed Sirus, Elder (and guardians), Shaper (and guardians), Eater of Worlds (and their sub bosses), Searing Exarch (and their sub bosses). I got burnt out before I did Maven and I failed Uber Elder. However I attribute that failure to my lack of mechanics more than anything else. However, it is advisable to obtain some kind of chill immunity, either through flasks or through the tree for that fight.
