PoE Channelling builds without Cyclone, Vaal Cyclone of Tumult

I have made a Charged Dash build, here is the PoB link: I am pretty new to making my own builds, so I have probably made a lot of rookie mistakes. Some points: PoB settings have been set to deal damage against Shaper/Guardian; only two utility flasks are also selected as "on" I have tried to just pick average-ish gear, nothing special; I have a good sense of how to modify the rares to make them better, but I am a bit lost as to which uniques would be nice I am not really sure how much damage is needed to kill Shaper. Edited updated build I have made this build, please tell me what you think. The goal was decent regen, leech, high dps, chaos convert so we don't have to worry about pen. The gear in the build is not great, but decent and easy enough to currently get for cheap.

Idea is Ele Blade Flurry with new Tempest's Binding helm for free 6 link. Just not sure what I could do to improve the build. I'm not very experienced with BF builds in general. I really don't want to do crit. Goal is just something to farm t15s / t15 Beachhead maps. I want to be able to kill Overgrown Ruin bosses. Guardians are what ever.
