PoE 3.22 Ancestor Mageblood, Lightning builds

I guess this is not very original but ever since i started playing POE I really liked Strom Brand. This league was the fist where I managed to get to t16 Map and make some amount of curreny. But I got stuck on one build using Hexblast. I saw a crafting video on YT - someone crafting an insane 7L SB Helmet, so i thought i wanted to make my own build based around that Item. I know this will be VERY EXPENSIVE if even possible, so that is what I want to find out. Please let me know if you think this would be possible to pull off. Im currently using a Doppleganger Guise but am considering switching to a Cloak of FLame, but cant figure out whether its worth it or not. Dopplegangers Guise: 60 phys max hit, 350 ele max hit and 280 chaos max hit. (life% regen is dead because of Vaal pact.) Cloak of Flame: 80 phys max hit, 250 ele max hit, 170 chaos max hit. Both of these are with molten shell on, without it the phys max hit is 30k : 40k. Id like your guys' opninion on whether the increase in phys max hit is WORTH the decrease in the ele and chaos max hit. Most of the time when I die I FEEL like its because of phys hits

Path of Building question... as I scrolled past the "Precision" notable on the skill tree I noticed a huge bump in DPS which caught my eye. Was a bit surprised though because I am playing as a manabond hiero with cyclone + arc, so really spell based. I don't recall global accuracy being meaningful to spells. This notable plus the minor before give +10% cast speed as well but was skeptical that addition would result in \~13M+ additional damage.
