PoE 3.23 Affliction Cold, Duration builds with custom stat filters

I like leaguestarting Cold DoT occultist, and been toying with this PoB since vortex rework. This will work up to some point, but damage is a bit lackluster for voidstone bosses. Would appreciate some ideas on how to scale, without losing much on defenses. (pob got budget and default options)

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? I started the league off with Aer0 cobra lash build and I'm barely in to maps but it is feeling just really awful. Mapping is just really painful. Cannot even attempt Affliction stuff because especially my single-target is abysmal.
