PoE Assassin, Despair, Lightning builds

So, I was messing around youtube, and did not find any build using storm secrets. So i began messing around in POB i got this. Defences are shit, so any suggestions on how to be more than a wet noodle or any other changes. I'm levelling this build atm, so for now it's just a theorycraft. (Ignore resistances for now, im not done adjusting that)

I don't know if there's much new with this but I put together an assassin stacking flat chaos dmg on gear and chaos dmg % and multi on the tree. It takes Perfect Agony. In my own testing I found just putting the attack skill in the 6l to be mandatory for clear, and my DPS is about 2m with pretty shit gear. Im handicapped and it gets to hard for me to keep track of all the different items, cluster jewels, skill tree changes and mechanics an endgame build needs, therefore i'm looking for help. Different ways to poison with spark Volkuur's Guidance (looses to much dmg) Phantasmal spark + Voltaxic Rift Phantasmal spark + Ashes of the Stars (new unique amulet) and a selfcrafted Coc bow with haku crafted quality gets you to 96% converted lightning dmg to chaos. Hey guys, this build surprised me and everyone. We started this off as another meme and this dagger caught my eyes and lead to another meme build, which... Honestly, turned out pretty amazing. We kept it cheap to simulate league starting gear and it's taken out all content so far. A lot of people were asking for this build the past couple days so I figured I'd get this one out before minmaxing. So I want to make a Int Stacker Wander that would poison using Volkuur's guidance (Lightning damage can poison) and "Lightning dmg per 10 Int" wand. I was wondering if it could work. I've made this preleminary PoB (VERY BASIC, JUST FILLER ITEMS AND TREE NOT FULLY FIGURED OUT YET) which seems to indicate that it could work. Now my question is, how hard/expensive is it to get 1k Int (I have no experience at all with Int Stacker)? My bugdet is about 30ex (maybe more if I liquidate my Storm Brand stuff).
