PoE Inquisitor, Cold, Duration builds with custom stat filters

AKA Creepy old man shotgunning with high quality COC. POB: Same concept as Jungroan's Crest of Desire Creeping Frost build last league, but with Dialla's Malefaction, we can go COC instead, for easier gameplay.
