PoE Frostbolt builds

Hello! This build is theory right now but is fairly cheap so I plan on building if I can get the dps higher. I don’t have the newest version of it, but I’m currently at 33m dps, going for ONLY damage. Need some help refining tree and choosing/swapping gear. Thanks in advance!

The reworked Ralakesh's Impatience boots make your minimum charges equal to your maximum charges when standing still. I have a stupid dream about playing self cast Frostbolt without Icenova. I am trying to make PoB but it looks like very weak. 1. Does this build can be significantly improved? x2 at least 2. If no.. Is there any good way to deal with my elemental resistances if I take The Annihilating Light or only from items and tree?
