This post raised the possibility and this [comment] ( confirmed you can actually do this: socket a gem in Ralakesh boots which you can _not_ use so it gets disabled but have an item in weapon swap which enables it :D this causes you to have maximum charges and on weapon swap back you do _not_ lose them so you can just Discharge the suckers.
