Right, sorry, forgot about the APS. APS ( actions per sec ) for cyclone should be between 7,01 and 7,57 with %14 cooldown recovery rate. You get this from either awakened cast on crit, OR shaper boots, OR shaper belt. There is no real point in going further than this, unless you want to min-max. In which case, the APS of cyclone should over 10, which is pretty huge and would require a cooldown recovery rate of 52%. This can only be obtained with awakened coc 22% + shaper boots 15% + belt 15%. This should be the last of your worries as the investment would be massive. Hope this helps.
