This is a similar concept to /u/metalonorfeed's Deadeye version, but using Raider instead. Also a separate leveling guide. (not my build, just doesn't seem to have been posted yet by its author)

It occurs to me if this version could get Forbidden Flame+Flesh with Far Shot, along with Tailwind boots, it would have the best of both Raider and Deadeye. It would have Raider's easier Spell Suppression and Ailment Immunity, Frenzy stacking, and Ele Penetration, and Deadeye's Far Shot's massive 60% more damage multiplier and Tailwind.

It would lose the damage reduction from Wind Ward and the Mark ascendancy, which might be a problem for a build that can't run an offhand shield. But with less ailment immune/suppression stat pressure on gear, there may be ways to compensate.
