Path of Exile 3.23 Cold Snap of Power build diary

My take on a possible implementation of the new cold snap, comment below if you have other ideas or builds that work with it. I did this in one take so I glossed over a few details, but if you check out the POB all the info is there, of course.

I forgot to mention you could also do this build as an Occultist (it's kind of implied since the original template was an occy), but since we aren't scaling Chaos damage, the pops won't be as valuable as they are on the Hexblast version, and we won't be getting the +60% chaos node either.
