Whirling Slash is assigned weapon set 1 (priority speed) and Twister for weapon set 2 (priority damage), as represented in the passive tree. This means you either need two spears or the same spear set to both. You can assign one weapon to both weapon sets in the UI.
Whirling Slash is Mana-intensive at higher levels. Level 1 is all you need for this gem.
Twister is incredible for leeching. Try having one roll of Life Leech and Mana Leech on gear at all times. Use the weapon socket as a filler if necessary.
The combination of Parry + Fangs of Frost provides a burst damage window and Chilled ground for cold-themed Twister. Powerful for sure, but in the early stages of the Campaign it's not really worth adding to the rotation except on bosses. Except briefly when Frost Nexus becomes available as a Tier 2 gem option.
The ascendancy notable, I am the Blizzard, is the first major turning point of the build and is best taken before utilizing Hollow Palm. This combined with the Hollow Palm keystone brings maximum utility to Ice Strike.
The Hollow Palm keystone brings some complexity to the build, weaving in a fast-action Ice Strike for quick Freezes and optional Tempest Bell on longer fights. Unarmed attacks replace spears in weapon set 1, temporarily moving Whirling Slash into weapon set 2 with Twister.
Hand of Chayula with Freezing Mark and Elemental Weakness is strong both in the open and on bosses. Great to use as a combat opener. Keep Elemental Weakness leveled up for the content, otherwise it won't work.
Anticipation is one of the most powerful passive notables in the game for this build. Its text descriptor suggests only working with Unleash support, but it works with Salvo support too.
The Dance with Death keystone brings fluidity to the build, transforming Whirling Slash into a two-in-one skill for both quick movement and prepping Twister. However, Ice Strike and Sprint still have priority in mobility until Hollow Palm is no longer allocated.
Wake of Destruction is the first serious gear upgrade. It removes all issues of creating Elemental grounds for Twister and is borderline necessary to transition away from Hollow Palm and into the final stages of the build.
Energy Shield on gear begins to take priority when transitioning from the campaign to atlas progression, as represented in the passive tree. At this point, you should begin prioritizing Evasion Energy Shield hybrid gear wherever possible.
Call of the Brotherhood is a follow-up upgrade that pairs very well with Wake of Destruction, further pushing Twister into cold-theme while also granting easy Shocks. This combination unlocks the full potential of Elemental Invocation and Combat Frenzy. And it dramatically simplifies the rotation.
The major passive tree respec into crit should take place at some point in atlas progression well after the campaign is completed. This marks the final turning point of the build, away from Hollow Palm and into Cast-on-crit Spark. This is also when Whirling Slash moves back into weapon set 1.
Tangletongue is the final upgrade that truly brings the build online, making virtually every Twister hit a critical strike. This unlocks the full potential of Cast on Critical.

The Resonance keystone changes how Frenzy Charges are acquired and shouldn't be allocated until after the crit swap. Paired with Armour Break IV and enough physical damage, Twister will produce ample Frenzy Charges in high and low-density areas, and even at times on boss fights.
Charge Regulation grants passive bonus for having charges. Power Chargets are obtained through freezing enemies with Combat Frenzy. Endurance Charges are obtained through constantly picking up remnants with Infusion of Power anointed on the amulet.
Exactly 211 Spirit is required to have all spirit gems active in the Early Endgame variant, scaled entirely through Lead me through Grace... Don't forget to allocated The Souls Spring Eternal, Efficient Inscriptions, and puts quality on Cast on Critical. Drop Elemental Invocation for the time being if you don't quite have enough.
