With the addition of unstable implant to modify Graft implicit mod to "2% increased Cooldown Recovery Rate for each Green Skill Gem you have socketed", reaching 117% cooldown recovery for the last breakpoint of manaforged arrows is now achievable.

From my testing, while standing still channeling all manaforged arrows should be triggering accordingly. But I just have to second doubt myself because I'm not sure if it really works as I planned. DPS is definitely much higher than the POB shown, I just have no idea how to configure it correctly.

Runegraft of Time in theory will be 20% more DPS, but from my testing skipping cooldown will mess up your manaforged arrows by causing some of your bow skills to stop triggering because some of them were skipping cooldown hence they are waiting on the queue on next trigger. Sometimes they will skip trigger a couple or even a few times, hence this is a huge DPS loss imo.
