[PoE 3.25] Fast T17 Ice Nova Archmage (no crit/no svalinn) spell suppress cap build - week 3 update

update to my ice nova archmage build that I've been using to test strats in t17s and outside with! is it comfy? yes* but not facetank t17 bosses for the whole fight level of comfy is it fast tho? hell yea

regexes (copy paste the WHOLE thing including the " on both ends):

T16 regex -- "!tal d|poss|coo|o su|gen|s rec|hered|eec|non" T17 regex -- "!ever|o su|rke|'v|tiles$|f ph|sou|eec|ss are" T17 regex with some extra annoying mods -- "!ot s|rech|net|pet|tab|r damage$"
