PoE 3.23 Affliction Cold, Duration builds with custom stat filters

PoB: Pretty late in the league so this probably won't get much traction, but I wanted to post this anyways as this is one of the most fun builds I've ever played. I won't claim there's anything super unique here as the core is just a pretty bog-standard power charge stacker, but I am surprised at how relatively underused CSoP is cause this thing hits like a truck (albeit a smaller truck than Penance Brand I guess lol). Hey everyone, I've come across the Bronn's Lith Version of CoC Frostblink with Wintry Blast, and while it undoubtedly dishes out insane DPS, it's essentially a cast-on-death portal build that folds at the slightest glance. Inspired by the concept, I decided to tweak it into a more robust build that can handle Simulacrum wave 30 deathless, take on uber bosses, and breeze through mapping with just a single portal. Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? I started the league off with Aer0 cobra lash build and I'm barely in to maps but it is feeling just really awful. Mapping is just really painful. Cannot even attempt Affliction stuff because especially my single-target is abysmal. I know I'm missing uber lab and only have 4 link and shit gear etc. but I've played enough of this game I know something is seriously wrong and getting a few small upgrades is not gonna cut it.
