Hi guys, Looking for advice on my sort of meme build for 3.22, I have specific questions listed after the build description. Main concept is stacking mana and using Mind of the Council + Lucky Lightning from Voice of the Storm + Shaper of Flames/Storms + Manastorm triggered by Arcane Cloak for lots of flat lightning dmg big ignites and max shock.
