PoE 3.23 Affliction Cold, Duration builds without Chieftain, Penance Brand, Penance Brand of Dissipation, Tornado Shot with custom stat filters

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious?
