Last league Omni amulet with spectral throw was the better choice, but now in 3.18 dex stacking is better and the biggest reason is you now can get the 2-4 cold dmg per 10 dex on boots. So you would end up with 2x mods with 2-4 cold damage per 10 dex (Claw and Boots)
