IMPORTANT - POST FALLING THUNDER SWITCH & WEAPON SETS
In the Falling Thunder Loadouts we start using a weapon swap with a big quarterstaff, this can up to quadruple your damage. POB2 isn't calculating a lot of things properly right now so to calculate the damage properly you ca do this;
Falling Thunder Weapon Set 1 in Items Tab, Config box ON, look at AVERAGE DAMAGE
Tempest Flurry Weapon Set 1 in Items Tab, Config box OFF, look at FULL DPS
Ice Strike Weapon Set 2 in Items Tab, Config box OFF, look at FULL DPS
Red is Weapon Set 1, which is the bossing weapon set. When you're using Tempest Flurry this tree will be active, gives +4 Max power charges and a lot of extra damage for Falling Thunder
Green is Weapon Set 2, which is the mapping weapon set. When you're using Ice Strike this tree will be active, gives a lot of defences and some ES recharge QOL, and a little crit to cap Ice Strike
You should set Tempest Flurry to only be used on Weapon Set 1, and Ice Strike to only be used on Weapon Set 2, everything else can be on both weapon sets. As long as you don't use Tempest Flurry while mapping or Ice Strike while bossing the trees will be correct for the situation
GAMEPLAY
Teleport to enemies with Shattering Palm, kill with Ice Strike, Shattering Palm + Herald of Ice then chain and destroy packs, Tempest Bell + Charged Staff (early - mid) / Falling Thunder (late) for boss damage
Once you have the build in a good spot 1 Falling Thunder will kill max difficulty Xesh't and normal Arbiter from 90% HP with ease
Headhunter for mapping, Darkness Enthroned for bossing (Ingenuity for both if can't afford)
GEAR + POWER SCALING
Hollow Palm means more attack speed and crit chance based on the EV + ES on your Helmet, Chest, Gloves and Boots, so you want to scale these as much as possible, as well as everything below

Gloves and boots can be either ES, EV or Hybrid, I found it better to use pure ES as it makes capping crit easier, hybrid is a good option if you want more deflection, EV just gives a lot of attack speed which does feel nice
Can use Thunderfist early-mid game to help with crit and guaranteed blind, but it falls off later on (Rare gloves are too strong)

Rarity instead of Hybrid prefixes if you want Rarity (this will lower your damage and defences)

5. Heart of the Well Not as good as above but cheaper
6. Rare Jewel 15+% Max ES and 15+% Crit Damage as a minimum, any other good damage you can get

Keep in mind if you don't have some of the notables on the given trees you should consider those for annointing as well

FAQ
Early Game Tips
In acts focus on pure EV gear and LIFE, you won't start going crit until maps anyway so you'll want the EV for both defence and attack speed, and CI comes later, Life is important early
Damage can feel a little low early, using Tempest Flurry for single target early on is something you can do to help with it
Clearing before Shattering Palm is pretty bad unfortunately, you can go Frozen Locus + Glacial Cascade but it's clunky, kind of have to deal with it until you unlock it, or play something else until then like a bow and respec
Survivability early game is very skill based in my opinion, if you're struggling you can consider taking the PDR ascendancy node as your 2nd lab (maybe respec for it)
Mana can be a little annoying early but just use your flask well and it should be ok, once you get a T1 mana leech roll on a ring + Walker of the Wilds mana is no longer an issue
If you don't like how Tempest Bell feels you can just not use it, but it is a lot of damage, I suggest using Crescendo 3 on your Ice Strike if you are using Tempest Bell it helps to hit it
Use Hand of Chayula + Freezing Mark + Elemental Weakness before you get crit online with Sunder my Enemies to deal with bosses
Before Combat Frenzy you can use Killing Palm to generate power charges for Charged Staff
Use Resonance + Combat Frenzy to easily generate power charges for Charged Staff / Charge Regulation
When should I swap to CI?
Whenever you have enough ES to survive, i'd recommend at least 3.5k, early on an instant recovery flask + Shavronne's Satchel helps keep you alive a lot until you get better ES gear
When should I swap from Tempest Bell to Falling Thunder?
Very late in the build, I did all content in the game except Uber Arbiter with Ice Strike + Tempest Bell, Falling Thunder just makes it faster but requires very good gear. I'd want at least the level 95 loadout of gear before swapping over
What map mods should I not run?
I never run Ignited ground (annoying with ES recharge), Chilled ground or Temp chains. Ailment Threshold and Reduced damage from crits will hurt your damage some, but I run them anyway and it's usually fine
I thought this was a Hollow Palm build, why is there a Quarterstaff on weapon swap?
Every skill uses Hollow Palm only, no weapon, and you can continue to do this in the endgame if you want (I 1 shot T4 Xesh't with no weapon). However, if you put Falling Thunder on a weapon swap with a Quarterstaff it will double to quadruple your damage depending on how good it is, so it's definitely worth considering
Why do I keep needing more stats?
Stats can be very tight on the build, some suggestions I can make are dropping red support gems for slightly worse green/blue gems, pathing to the +25 Dexterity node which also has +8's around it, and keeping your curse at level 18 (min level to remove the monster level cap)
How are you recharging your Energy Shield?
Lategame you can invest into recharge rate and start of recharge in a weapon set tree, but before then you kind of just don't. To get ES Recharge to a point where it feels good takes a whoooole lot of investment losing you damage and/or tankiness, I don't think it's worth it. If you really don't like waiting for 5 seconds every now and then you can try fit Convalescence I guess, also instant recovery life flask + Shavronne's Satchel helps
Can I drop Mantra of Destruction?
Yeah you can, it is a LOT of damage but the damage is probably completely overkill, if you wanna do a breach ring instead of unset it's what i'd drop first
When can I drop Sunder my Enemies for Unbound Avatar in my Ascendancy?
This is a weird one, you can drop Sunder when you get Rakiata's Flow on Ice Strike, but then you can't use Rakiata's on Falling Thunder, so I think it's actually better to just keep Sunder for Ice Strike / Tempest Flurry and use Rakiata's on Falling Thunder. Unbound is good but not that good, you can also try dropping I am the Thunder
Is there good Heroic Tragedy / Undying Hate nodes for this build?
Yes there definitely is, however because they're seeded serverside it's very difficult to find a good one you just have to go through a bunch of different seeds. But if you wanna do that here's a list
Heroic Tragedy
1. 40% inc max ES + 10% lightning res
2. 10% inc attack speed + 15% stun threshold
3. 40% inc evasion rating + 10% fire resistance
4. 40% inc elemental damage
5. 40% inc proj damage + 1 rage on hit
Undying Hate
1. 4% inc max ES per 10 tribute - 2% reduced ES recharge rate per 25 tribute
2. 2% deflection rating per 25 tribute + 2% inc evasion rating per 10 tribute
3. 8% inc attack damage per 10 tribute - 1% inc damage taken per 10 tribute
4. 5% inc attack crit chance per 10 tribute - 3% reduced accuracy per 25 tribute
Which Rite of Passage charm should I get?
They all do different things, this is how i'd rate them
1. Cat 60% inc evasion rating 30% inc skill speed 100% inc crit chance 15% inc movespeed
2. Owl 60% inc energy shield 80% inc damage 20% damage extra cold
3. Stag 30% all elemental res 30% inc skill speed 20% damage extra light 15% inc movespeed

5. Primate 60% inc freeze buildup 80% inc damage All dam contributes chill
6. Boar 20% reduced damage taken 20% damage extra fire
7. Bear 20% reduced damage taken 60% inc stun threshold
