Atziri's Rule build - GOOD but struggles in red tier maps - Path of Exile (3.14 Ultimatum)

Want to play with Atziri's Rule staff on a tight budget and non-ignite? Tankier than crit build but struggles with damage against end game bosses. Still it was very cool to play with it, despite the bug that makes it "sometimes" not work.
