CI Kinetic Fusillade + Lightning Warp (Phrecia 2.0) — Transition Setup (T16 Ready!)

Quick update for Phrecia 2.0: this is the Chaos Inoculation version of the popular Kinetic Fusillade + Lightning Warp zoomer. It’s not my final build plan for the event — but it’s the setup I’m actively using right now, and it’s already comfortable in T16s with a very reasonable budget.
