Update for 3.28: Not much changed, just few small buffs

Raised Spectres: now scale up their monster level more at gem levels past 20, a gem level 30 Raised Spectre is now level 85 (previously 81) ------- The spectres will be tankier and provide stronger auras.

For the 7th support gem slot, the goods one are arcane surge, cruelty, power charge on crit, spell echo
