Sub 50 divine character to reliably farm T17s, ubers, and delve to 600+ in HC. There is no stronger build at this low of budget in 3.24 for HC viable T17s reliably and safely. I prefer Xibaqua for budget defense during delve and uber bossing due to penetration mods commonly found, and 4th vow over incandescent due to more affordable gearing (need + chaos resistance scaling on incandescent which is more expensive).
