3.29's damage-over-time pass buffed every DoT skill in the game, base damage is up roughly 11% to 31% across the board, with Essence Drain at +25.8%, Contagion at +19.5%, Bane of Condemnation at +25.6% and Blight of Contagion at +13.5%. This build stacks several of them at once.

The other half of the build is power charges. Cane of Unravelling was reworked in 3.29: it now grants +1 to maximum power charges, its cast speed per power charge went from 2% to 5%, and its mana regeneration per power charge went from 2 to 5.

Endgame scaling is Power Charge stacking with Inner Conviction, Badge of the Brotherhood, and the frenzy version of

Ralakesh's Impatience. This works especially well with Occultist's Forbbiden Power.
