I just wanted to throw out my current pob for lightning conduit. I trimmed down my gear and gems to be very accessible (all lvl 20 gems barring the actual lightning conduit, no flasks, most gear has 3 mods, etc).
This isn't a final bossing build, but rather a starting point to get through the entire atlas and start on guardians. The damage is solid enough for final bosses, but you'll need more investment to reliably survive since the build requires you to stand still to spam cast conduit.
(this build was trimmed from my end game version, so if I forgot to downgrade anything, let me know and I'll change it. I don't know how much brutal restraint will be this league, but I left it in anyways so you know it's something to go for).
The playstyle is shield charge into a pack which will proliferate shock, then conduit and move on. For rares, bosses, league mechanics, place down either orb of storms or storm brand (whichever feels better since we can't know now without testing) and spam conduit.
The only relatively expensive item in the build is shadowstitch. Ideally you are looking for +2aoe gem corruption, but just get anything that's kinda helpful. This chest is farmable yourself by double corrupting white sacrificial garbs (which drop from atiziri). It is also guaranteed to be 6-linked, so while it will take you on average of 4 double corruptions to get one (start of league each corrupting temple is 1ex (or 1 divine now)), but you will get your 6l and it should last you pretty much until the end of the game. Just to give you an idea of how good a +2aoe chest is for us, you can try swapping out for an elevated spell crit, elevated 12%int/+1 int gem mod, and 100 life vaal regalia and the dps and defenses on shadowstitch still wins, plus you get life and es on kill for smoother mapping survivability.
This build is very ssf viable because the only required uniques are deterministically farmable (shadowstitch and devouring diadem). The last unique is algor mortis, which is a fairly common drop, especially target farmed from gwennen. Thunderfists will probably be better early, and might be better later if you decided to use your orb of storms/storm brand as a clear in itself.
For links, I use elemental focus since conduit does not need to shock. However, if you have algor mortis and your orb of storms cannot proc sap for you, you'll want to swap out ele focus for another support gem so you can get the 20% reduced damage taken from sap debuff. Do not swap it out for inspiration or hypothermia, since with EB inspiration never procs, and hypothermia is unreliable since our source of chill is only ground effects.
You can swap out primal aegis ascendancy for shaper of Winter for more chill -- This is a flex point and simply depends on how you feel defensively.
While progressing, I would recommend using a lightning damage leeched as life temple amulet, since there is no other source of life leech for us, and you won't have the 5% life recovery on block shaper mod on a shield for a while.

To level, swap to lightning conduit at the first lab when you get shaper of storms. The build should work completely fine after that. I would also grab EB but not MOM early. Actually, you probably cannot take Mind over Matter, Wicked Ward, or Divine Shield until you have a devouring diadem. Just use it as an infinite mana source. Do not get Glancing Blows until you have a shaper life% on block shield.
I suspect vaal arc will be very useful for legion or huge pack clearing so you can spam conduit on everything without hitting them with oos or storm brand.
