PoE Elementalist builds without Mageblood with custom stat filters

I want to preface this by saying I am not good at making builds and I haven't played for a few months. It's certainly not "finished", and who knows how easy/hard uniques are going to be to get. Just wanted to put it out there so someone could fix it haha. this guy is fairly tanky, but it doesnt feel THAT tanky. im not sure i'm understanding some of the math in PoB and why it thinks the effective hit pool is that high? (i only have like 4.5k eHP) I would also of course like tips to take that existing HP even further if you got em.

My goal is to clear mobs fast so this is an elementalist spamming Vortex on left click which ignites thanks to Shaper Of Flames. Then dual Obliteration wands deal chaos damage which ignites more thanks to Shaper Of Flames. I haven't put much emphasis on the Vortex DPS, the damage dealer are the Obliteration explosions, hopefully. Budget is not bad either, none of these item cost even 100c , most cost much less.
