Not a new build concept here. This is a tried and true build that I have done before.

So for those that are looking for a stable league start build, with an "off meta" skill. This is for you.

Also the archetype is nice since endurance charge stacking is just really strong. So if you don't like the playstyle of vigi strike it is pretty easy to swap to other skills.

Phrecia's Ancestral Commander +3 endurance charge is busted for vigi strike. But even if they delete that, it will still be very strong.
