So the idea of the build is the new power siphon will fix locus mine's problem and the rest is just using things new in the league and getting janky tech.

So the all dmg freeze tincture is great for extra defense + the chance to random hex combined with anathema would put a shit ton of hexes on enemies(not included in pob)

The caster mastery for opening chests also work with detonate mines. So that is what is opening those hands.

Detonate mines also procs gales. So we can get gales really fcking fast.

I think the budget is roughly in the 6 div mark?

1div belt, boot, that which jewel, watcher

10~50c helm, body, weapon, corrupted blood immunity jewel, anathema tincture(also has inc rarity)

6l tainted fusing will cost you 2 div in worst case scenarios

The dps isn't amazing but this is my clear dps. (I think i turned off all the stuff that i would use for real single target) The build has this dps on the whole screen, and a few button press will make it hit up to roughly 6 mil, which is enough for what i need.
