PoE Legacy of Phrecia (3.27 Ready): Scavenger Power Siphon Mines Strong Starter build, 2.0

Cheap, but also good dmg and tanky Scavenger Power Siphon Build, auto-targeting, 4k life, 3.5k ES, 37k evasion, 101k hit pool, 34k max phys hit taken, 58-75k max ele hit taken, 100% spell suppression, immune to freeze and chill, recover 1.1k ES when hit per Ghost Shroud. SSF viable, because it doesn't have any unique items, all rare items can be self-crafted pretty easily. It's very good for mapping, good clear speed, good survivability, bit low single target dps, but it's just 5 div budget, dmg is enough for t16 maps, guardians, settlers bosses etc.

Budget: I spent 5.5 div total (on 3.25 Necro Settlers event, Week 1, so this number can be a bit different now). All prices are in POB notes. I recorded all gear purchases as a proof, you can check it here: 3:12. PRICES CAN BE DIFFERENT ON LEGACY OF PHRECIA EVENT!!! It's just for reference.

It's not perfect, no step by step progression (usually I do not do this at all, it takes too much time), but I hope it still will be useful, you will have the idea what items/gems you need. Scion is not the best class for start, so it may feel slower compared to ranger or shadow. You can also take crit and life nodes near starting point on first 10-15 levels.
