75m dps with bonechill/curse applied, 58m without. Actual boss DPS is higher than the PoB because the start/end of the frostblink should double hit.

QoL: 231ms with cyclone channeling, 250% increased AoE (284% at lvl100), mouse-only build.

Defensives: 89% phys reduction, 61% evade, 83% spell suppression (can cap with more investment), endurance charges, capped chaos, cwdt molten shell, vaal grace on lmb, chill/freeze.

Ashes is by far BiS for this build. Quality scales cyclone MS significantly and it's more damage than a replica's dragonflight for frostblink due to chill scaling. Badge of the brotherhood with ralakesh's impatience is an alternative but has much less MS.

I use a charm with nearby enemies are chilled. I think it should cause the second hit of the frostblink AoE overlap to also apply chill scaling (50% more dmg).

2x medium clusters with enduring focus is enough to keep 100% endurance charge uptime. Precise focus notable is also more damage than any other single cluster notable besides sadist since we chill, ignite (heatshiver), and shock (ascendancy).

Perfect boot implicit rolls 30% cooldown reduction on travel skills. With awakened coc, it's just enough to hit the 10.1aspd breakpoint without any other sources of reduction. You can also use a watcher's eye or the ritual boots to hit it.
This version is not league start friendly, but lower investment versions look decent too.
