This was a bit of a puzzle to put together.
Vaal Smite normally has a Soul Gain Prevention timer of 6s. But modifiers to skill effect duration can change this value. So I stack reduced duration and also use a 20/23 Less Duration in a Dialla's to make the Prevention time 0.33s, which is lower than my attack speed. Soul Catcher + flask effect also brings this duration down slightly.
I generate rage by spending exactly 26 rage for each Vaal Smite, which brings me down to 24 rage, I regen 1 rage from Chainbreaker, and that causes Chains of Emancipation to trigger and give me max Rage again.
Ultimately it's pretty bad for how expensive it is, but maybe someone else can figure out a better setup.
