There has been some controversy about my Lightning Arrow build and /u/officialvehx have provided a very useful TR tree. I have merged it with my LA build and tweaked it to be have a lot more defense. My concerns with TR was the "overlapping pods" configuration in PoB which I am still unsure about but even if it turns out to be just one, the damage is not that bad, it's 41K DPS vs ~60-65K DPS from the LA build and if it turns out to be really three then of course the damage is double of the LA build. Also, I have not configured any withered stacks on the enemies either, the real DPS is again likely to be higher because of that. For a unique bow, check out Storm Cloud: even the worst rolled one has similar DPS to the +1 gem level + benchcrafted AS short bow and a better rolled one is a small DPS boost.
It now requires level 66 which is on the higher end of where this is feasible -- but it is still OK.
We use Acrobatics because the new Path Of Building release applies spell suppression so it was easy to optimize. This allows us to path to Survivalist for ele res and quite a bit of evasion. If you really trust the eHP calculation then you can drop two small life nodes at Thick Skin and fill out the Entrench wheel instead. This gives me a 9% eHP boost at the cost of 4.5% life. Choices, choices.
There's a bit less pressure on our rares as they only need life and res. Damage is not coming from there and we have enough int from the tree, too. However, since the build now uses the Hinekora amulet you only have gloves and rings to cap res. A set of example items are provided, the rings have res and crafted life, the gloves have a higher life roll and crafted res. Gloves like these can be crafted with an essence of greed, >75% chance you get either T5+ res or an open suffix on your first roll. It shouldn't be too expensive to cap like this. Note the build uses an armor/evasion hybrid gloves, this is a remnant of the old build, no need for that now, just get an armor base for easy four reds. Another note, if you do manage to find a few points of int somewhere then you can connect the tree with the small dex node at Acrobatics and drop the small dex and int nodes above Ballistics bringing down the build to lvl65. Or if you want to run lvl65 but don't have int on gear then you can replace Coldhearted Calculation with of Thief's Craft at the cost 3% full DPS and then do this dex+int to dex small node swap. I personally will try to get int on gear, lvl65 is obviously better than lvl66 to run because your contracts top out at lvl67 so you will have a harder time sustaining your contracts at a level this high. I would even try how it feels without Aspect of the Eagle and the small node leading there at lvl63 and if it's good then run there.
And yes, it's a big question whether uniques will be as abundant as they were before. I obviously can't answer that. But your movement speed from the tree is already 132% so with any old 20% MS boots you have 152% -- it will work out. (The way increased works, the 220% MS the build provides is only 25% more than this 152% "baseline".) The most important unique is Rearguard because it is a third of our eHP. Then Lioneye's Paws for very nice QoL. The rest is gravy.
If they nerfed even Rearguard droprate into the ground then the best you can do is a leather belt with T2 armor with life or with an open prefix so you can craft life. Trade one or try an essence of dread, alas only shrieking rolls an armor comparable to what you could get from Rearguard. Alas, I don't think we have a way to get any block in this case. If Shrieking Essence of Dread is cheap then note it also rolls +2 to Level of Socketed Bow Gems on bows and TR scales well with levels.
