POE Starter Build - Occultist Hexblast Mines, 3.6M DPS, 2-3 div

Fairly cheap starter build for Necropolis league. 3.6M Pinnacle DPS, 3.8k life, 12k armour, immune to all elemental ailments, auto-targeting, freezing enemies. Hexblast mines are very good for Sanctum, but better raise dmg bit more to be safe. Almost all gear is just life and res, we need only Profane Proxy ring (can replace with curse aura with Blasphemy support at start) and Badge of the Brotherhood (build will work without it, that's just dmg from 4 extra frenzy charges, use rare amulet with +1 chaos gems or crit multi before you can buy Badge). It's not very tanky, can survive some hits, but nothing more. Freezes help a lot to control mobs and map bosses (check T16 Hillock stuck in air 1:57)

Budget: 2-3 div, only 6L body (corrupted), Badge of the Brotherhood and Profane Proxy worth something, from 40c to 1 div, other gear just 2-10c.
