I posted on this sub about march of the legion a few days ago and it didn't get much attention. All of the builds I've made this league have used these boots and it's been a blast. All of the lightning damage comes from smite and wrath on the boots, and I used modest (AKA not bank-breaking) scaling techniques such as ichimonji, precise technique, and the lucky lightning non-crits mastery for damage.

As you can see the character is very non-optimized and is only level 83, doesn't even have +1 strike gloves. The most expensive part of the build was the suppress chest with open prefix for life as ES craft overpriced week 1 at 2ex, but you can even skimp out on that if you get spell suppress on your gloves instead, which I have none of.

I expect this build to be able to do decently well with its current setup up to and including eldritch bosses, it will definitely take a lot (A LOT) more investment to be able to take ubers.
