Q: Viable league starter? A: Eye of Innocence is required and only drops from the Phoenix, if you want to roll as self cast Cremation or any fire spell build until the amulet hits the market then go for it. But there are much better options out there.
Q: Hardcore viable? A: Nah
Q: How would you level this? A: Any fire spell that you like, even some fire attacks like Tec Slam would work fine as well. You can swap as soon as you can equip the amulet.
