There are lots of ways to get Impale Chance: -Sword Mastery -Impale Passive Wheels -Eater of Worlds Glove Implicit -Rare weapon prefix (local, I think) -Hunter Gloves? Whatever way you do it, you want to get up to 100%. Accuracy Mastery may or may not be necessary, pay attention to it and make sure it's above your health due to Precise Technique. Enchanting weapons with unique effects has absolutely insane potential for this build. If you can craft a 600+ pDPS triple physical & AS one-handed weapon and then enchant it with it the Additional Projectiles from Beltimber or the 1% Attack Damage per 450 Evasion Rating from Dreamfeather, this build will be able to kill ANYTHING. Paradoxica's double damage bonus as a weapon enchant is too good to even think about. The Nimis Unique mod is supposedly available as a ring enchant craft. That increases the build's damage by roughly 42%. Absolutely insane. For Frenzy Charges, the Sword Mastery that grants 8% Change to Generate Frenzy Charges on hitting a unique enemy is really good. Stick with the 20% Impale Mastery until you can afford to hit 100% elsewhere and take that instead. As for Banners, War Banner is by far the best one for physical damage builds. It's really hard to generate Valour as a non-melee, so Banners are probably a non-factor, but if there is a way, that is definitely a good option to add to the build.
