We break down how start your first stacker with a Reliquarian using Astramentis for easy attributes and Terminus Est for innate Frenzy sustain. If you have 0 div, my Poeninja will have a history of a league start with flicker if you're interested in a zero to hero.

To sustain infinite Flicker, you need a Net Positive (+2 gain vs -1 cost).
Source 1: Quality Flicker Gem: 25% chance on hit.
Source 2: Terminus Est (Ascendancy): 1 charge on Crit.
For this variant, You must generate two charges per activation.

Iron Will: This keystone makes Melee Physical Damage from Strength also apply to Spell Damage.
Your 24% Physical bonus is now also 24% increased Spell Damage.
Crown of Eyes: This helmet makes Increases to Spell Damage apply to Attacks at 150% of their value.
24% x 1.5 = 36% increased Attack Damage.
Total: 1 - 80 added Chaos / 36% Increased attack / 40 Life per 80 strength.

Source: Overwhelming Malice (Cluster Jewel) grants Unholy Might on Crit.

Notes: To get 50% more damage(123m dps), swap out Granite flask with Bottled Faith, and Rare Shield with Rathpith Globe.
- Bottled Faith: up to 150% increased Critical Strike Chance and Enemies take 10% increased Damage.
- Rathpith Globe: 5% increased Spell Damage per 100 Player Maximum Life
Since we are stacking Str, life becomes an easy multiplier for damage, however, sacrificing defenses minus ~5k phys max hit making our max hit 25k.
We will lose the Life on Block, the modifier needed to AFK in maps.
- Greater Multistrike isnt necessary to get it going, but great for scaling dps later on.
- Prioritize Resistances before you get attack speed... at least 70%.

How to meet Intelligence and Dexterity requirements
Skill Tree
On your passive tree, by temporarily sacrificing damage ~5-10%, you can get over 100 dexterity or intelligence depending on your needs
Attributes mastery: 5 int/dex/str per allocated mastery passive or 5% attributes.
This one node can get you 50+ int/dex.
Proficiency/Hardknocks(Passive Tree): +30 dex/ +30 int
Spend 2 passive nodes, get 30 dex/int.
How to meet Resistance requirements
