(PoE Phrecia 2.0 ready) Surfcaster Spark Build, 50M DPS, T17, Fast and Tanky

Fast and pretty tanky Surfcaster Spark Build, 50M DPS, high movement speed, full screen clear, 6.3k ES, 63k hit pool, 29k max phys hit taken, 74-94k max ele hit taken, 100% spell suppression, immune to all elemental ailments. It's very good for mapping, legions, breaches, blight and just perfect for rituals because full ritual area is covered with sparks.

Budget: I spent 89 div total (most of the gear can be pretty cheap (if not min-maxing ES pool), but unique jewels are expensive, because of low supply: Grand Spectrums, Watcher's Eye, Timeless jewel etc). I just say how much I spent, but some items have very low supply, so their price can skyrocket (and some items are already more expensive, for example Grand Spectrums and Elegant Hubris).
