The Nerfs calcs:

      1- Energy scaling ratio:

             old: 1+0.30*19=6.7

             new: 1+0.20*19= 4.8

              4.8/6.7 = 0.72 multiplier

    2-  activation rate:

             0.75/1=0.75

    3- Quality buff: 

             1.05 multiplier

End result:

             0.75*0.72*1.05=0.57

             100% - 57% = 43% less damage nerf
