I've never played Whispering Ice, but I'm wondering if it'll hold up. This is what I have so far as my first draft.
Theoretical DPS: 2.86 trigger rate * 5.43 duration = 15.53 active storms. We'll say 10 storms for clean numbers and to account for downtime (dodging etc). So total DPS in that case would be ~1M dps. Not blowing any minds but for a starter, it should be adequate for most mapping needs.
Defensively it's pretty safe, too. Freeze and chill innately give you some pseudo-defense by slowing (or stopping) enemy action speed. We use enfeeble for additional safety, as well as vigilant strike (which has bonkers up time since we stack skill effect duration). CWDT+IC+ID & Arctic Armor cuz we can, too. 7.4k ES with CI is our whole EHP pool, which is a little low but not awful by any means (especially for SC which I will be playing in).
Gearing is relatively simple. All the uniques are known and cheap, and none are strictly necessary except WI. There's enough rare slots to cover resists very trivially (which already have a huge amount from the tree). Cover what we need and slam max int everywhere it fits. Coloring isn't too terrible, except for the helmet, which might take a few jeweller orb tricks.
Lastly, for the cluster, I honestly didn't know what to pick, haha. I was about to drop it when I realized that one of the new elemental masteries make all exposure apply a minimum of -18% resistance. That makes the garbage exposure from the cluster notable actually a lot better (nearly twice as good). Combined with the cold mastery that makes exposure reduce by a further -5%, I thiiiiink the enemies should have -23% cold exposure pretty much permanently, unless I'm misunderstanding how these three interact.
