This league is best league slayer wise and melee wise, I'll explain why below.
I will include few budget options, but it's not a league starter variant, you will need at least 50 div to get things going smooth, up to hundreds div to get insane dps & survivabilty.
First, things are relative in life, so if you follow my guide tanky you will be relatively to other flicker strike builds, and not tanky as Lance's Table Destroyer build.
After I reviewed ~50ish ninjas there are few defence wise archetypes:
Key feature of this build is Strength of Blood. It gives you APDR in exchange for non-instant leech, and this is amazing. APDR unlike armour gives you flat redution, that doesn't shrink with bigger hits, also works for bleed and corrupted blood. With relatively small investments (few wheels on tree, single big ascendancy point) you can get 25-35 APDR for giving up your life from overleech. It would actually work as long as you are leeching, and thats where slayer with Brutal Fervour comes to play. It gives you overleech which stays up to 10s after your last hit. Thats it about first bit of physical defences.
Then you stack APDR from SoB and 9+ endurance charges that you can afford on very budget, getting at least 30 + 36 APDR = 66% APDR ( aka 66% less phys damage at all times before armour). Because of that your armour (+1500 flat flask, some from gloves and chest and boots) becomes much, much more effective against third of incoming hit, which allows you to raise potential max hit much higher. Use Lunaris/Solaris patheons for mapping/bossing for additional 8% APDR.
What's left is to polish it with sand stance on Flesh&Stone, 20% less damage inside aura, and occasional fortify from leapslam, ~avg 10% less damage taken.
Why no suppresion? Because of endurance charges rework, every charge reduces elemental spell hits by 4% per charge, basically giving u 36 reduction at 9 charges, which is 2/3 of fully suppressed hit, just amazing. And basically for free, given we still need them for phys mitigation.

What about dps? Currently I have 23 mil nominal on ninja, about 40 mil real pinnacle dps after configuration. Thats more then enough to clear everything (t17 included) except uber maven/uber sirus/uber uber elder. Since I don't run determ, I can slot in anger & anget multi watcher, life reserved precision. In budget version I use Rakiata, that performs well enough up to 50 mil dps. To get more I'd go for 2500+ ele dps banishing blade, in this league its possible due to new enchant.
Expensive gear pob, no mageblood: said banishing blade, +2 frenzy rings, (80 APDR only from SoB + Endurance), insane dps boost, ultimate wellrounded beast, can burst down ubers, t17, invitations, etc. etc.
My current gear (~150 div) pob expensive things (progenesis, replica farruls), rest relatively cheap.
Gloves craft:
On spiked gloves: (alt roll/serrated fossil/reforge attack) +1 non-vaal -> make 3 prefixes (any way, dont forget to craft something in suffix if you can before exalting) -> lock -> reforge phys -> maven orb -> repeat until +2 non-vaal.
Any base gloves: alt roll +1 frenzy or purchase with single influenced mod on trade.
Sirus orb them toger onto spiked gloves.
Budget pob progenesis and replica farrul's replaced, you basically missout on endurance generation, it happens only on kill, so you are vulnerable in invitations/boss fights, might be worth use some generation tech, like Endurance cry, or some other things.
I might reiterate build on very high budget at league end to make kickass 100m+ dps mageblood version, we ll see ;)
