Budget: Slightly more than a Mageblood
This build doesn't quite fit the league mechanic's overarching theme of "just don't get hit" but I wanted to play a build without having to farm more than a mirror only to have a Mageblood and no other good gear, and also have some fun with the new uniques so I settled for this build and it hasn't disappointed.
This build abuses the Loreweave + Eternal Damnation + Transcendence combo coupled with 100% of physical damage from hits taken as elemental damage, thereby allowing full use of Transcendence with no downsides.

So, to achieve 100% taken as, we still need an additional 30%. There are 2 main methods to do this:
The first has already been done by Ruetoo and countless others, so I figured I'd give the second a shot, especially since the new flasks, Progenesis and Oriath's End look pretty cool, both scale very well with flask effect and it aligns with me not wanting to farm for a Mageblood.
Of the 100% flask effect, 93% is achievable via belt, tree and ascendancy (yes, Pathfinder travel nodes are better than the notables). The last 7% comes from a sanctified relic. However, this doesn't mean the build isn't functional without 100% flask effect, all content in the video was completed with 93%. I would strongly advise against dropping below 87% flask effect though, as this build has basically no physical mitigation, and below 87% flask effect causes you to take 3% of the full physical damage hit which will not be mitigated in any form and could kill you.
Since I was scaling Taste of Hate's defensive portion hard, I decided to also make use of its physical damage gained as cold damage stat as well, and that led me to Reap, which is currently the strongest self-cast physical spell (aside from BFBB). Unfortunately as a Pathfinder, I don't get access to any spell nodes in proximity to Ranger's start, so I opt for 2x 12-point physical clusters to scale damage and cast speed. They also happen to give Shield Charge some nice attack speed because it has a physical tag.
To have an easier time capping crit, I use SoS and convert all my physical damage into a 40%/60% cold/fire split for brittle and scorch. Additionally, Pathfinder's Veteran Bowyer and the new jewel, Balance of Terror, grant 55% of physical damage as damage of a random element, which allows me to sporadically proc sap. This also allows me to proc and upkeep Trinity despite me dealing a significantly higher amount of cold damage compared to fire damage.
However, now Reap has a sizeable cast rate with a noticeable life cost when blood charges are up (even after annointing Cannibalistic Rite), and this build's weakness to DoTs (and by extension, recovery) is further stressed, so I ended up focusing as hard as I could on recovery by getting regen on gear and also going for Rational Doctrine which ensured that I have consecrated ground up at all times. That, coupled with some leech and also Master Surgeon's recovery on flask use makes for a decent amount of recovery to deal with lasting DoTs and Reap's life cost.
My initial build had me going low life with PB (you can see the gem setup and the tree setup in the PoB), but I deemed it not worth it as I was not gaining any significant damage, and it was lowering my tankiness by incurring more periodic damage taken which made the recovery weakness even worse. As it stands, I have no issues with hits and my damage is decent enough so I think it's largely unnecessary to go low life. Furthermore, I am not stun immune, and I would much rather use my relic keystone on Unwavering Stance than Pain Attunement.
The build's other weaknesses are movement speed, which I'm fine with as Shield Charge has a high attack rate and I also have Frostblink, and clear speed, which is largely fixed by swapping in Oriath's End.
