POB version is the level 100 version with configuration to include all the buffs from spectre and animated guardian.

This build uses Coiling whisper to gain permanent 45 stacks of soul eater which provides 225% cast speed, and push the potential of intensify/overloaded intensify to the limit. Converting lightning damage to chaos so build is viable on an occultist. Build is fast, has a lot of damage, and very, very tanky. This is not a league star or early game build because it requires currency to get core items/gems.
