Edit 2: I'm gonna assume the build is safe. The more I think about it the more it makes sense to me that the charges should be present when they matter, but we won't know for sure until we can actually try it with the new boots.
I'm not a great build maker so I'm sure there is a lot that can be improved here (cough, defenses) but I think the core looks pretty solid. Equipped gear just includes the minimum required uniques and some rares to fill in mid-roll life and resists, real-world gear would probably be better.
Definitely not a starter, but a strong contender for my 2nd character.
Since Lightning Warp is always stationary we use the same tech that's been mentioned in several other posts with Ralakesh's and Badge to get 9x power + frenzy charges, with very high uptime. 4x endurance as a bonus. We also get to use the buffed arctic armor and some good value from Soul of Tukohama pantheon.
Since we're using Bronn's Lithe we miss out on the expected Inpulsa's explosions, so Herald of Ice is used instead. With capped crit chance, 9 frenzy charges, and Ice bite, Lightning Warp should do enough cold damage to shatter enemies to trigger the herald explosions. The herald itself is also buffed with crit from gems, an essence crafted pair of gloves, and another ice bite. Hopefully this will be able to reliably chain explode packs. For single target just toggle HoI off and turn Wrath on for a nice dps boost.
To solve mana issues, we are using eldritch battery and taking advantage of Inquisitor's ES regen. With the values shown in PoB, we should be easily regenerating more than we're spending.
I currently have Orb of Storms set up for curse on hit assassin's mark, but it shouldn't be too clunky to manually cast the hex and then throw some damage links onto the orb for even more damage since spamming Warp will also be triggering orb quite frequently. Galvanic field would also fit nicely here, but we'll have to see how it feels once the gem is actually available.
All in all I think this is a workable build. I tried to fit in defenses where possible, but it will definitely be a "don't get hit and kill them first" playstyle. Should be a fun mapper, but not an uber-pinnacle killer.
