Overview
Arcane Surge + Consecrated Ground Stacking - Proof of Concept is a Path of Exile Hierophant build by Barrywize, made for the Allflame league (3.29). It is centered on Arc of Oscillating and plays as a intelligence, spell, chaining, lightning archetype. In Path of Building it reaches 3.86M DPS with 50.77K effective HP, 4.19K life, 1.22K energy shield. Suited for: Mapping, Abyss. Key uniques include Bottled Faith, Rumi's Concoction, Unholy Accomplice, Replica Atziri's Foible, Cloak of Defiance.

Barrywize's Notes
Let me start off by saying for the level of investment, this build is not great. I bought the pact belt for about 20div (Thank you random Hinekora's Lock drop for funding this build). I'm relying on the pact of Beidat + Arc of Oscillating interaction (+chains = more damage) for the majority of its damage. Switching off to normal Arc and turning off the Pact skill takes it from 3.8m dps, down to around 2.4m.

And I would personally recommend checking out Teegz recent video: https://youtu.be/FRLr6XDkbC0 where they use Hierophant + Arcane stacking for an ED of Wickedness projectile build, which is much much more complete than my rough sketch.
When I say this is a proof of concept, I mean that I hope someone can utilize these mechanics together better than I can to make an actual proper build out of it. Alright, enough downplaying the build. The build idea was just wanting to try Beidat Pact & Arc of Oscillating on an Arcane Surge stacking Hierophant. While leveling, I realized that someone at GGG has been sneaking in consecrated ground effect nodes onto the tree, and I decided to pick those up as well.
Arcane Surge Stacking:
- Hierophant Ascendancy for Arcane Surge on hit and 20% increased effect of Arcane Surge from a small passive.
- Kurgal's Gaze for 40% increased effect when affected by 5 total hypnotic eye jewels. I believe the jewel counts for it's own effect. But I played it safe.
- Arcane Capacitor Wheel. 40% inc effect on the small passives, 50% inc effect on the notable for spending 1,000 mana in 4s.
Which results in a total of 150% increased effect of Arcane Surge, or a 2.5x multiplier to the base effect (20 -> 50). I believe my Path of Building is only showing 70% increased effect in PoB, I can't figure out for the life of me why, but you can check the more multiplier in calcs, it should show 50 instead of 34% more.
I also stacked what Arcane Surge grants, as all of those bonus effects would also be scaled by increased effect. These include:
- 50% increased cast speed & 75% increased mana regeneration from base Arcane Surge
- 50% more spell damage from Hierophant's Arcane Blessing Ascendancy notable.
- 37.5% increased Life Regeneration Rate from Runegraft of Resurgence.
- 50% of damage taken recouped as Mana & 50% increased mana cost efficiency from Abyssal Bloodline
Consecrated Ground Stacking:
- Inquisitor Sanctuary Ascendancy Node. Forbidden Flame and Flesh jewels were cheap, 25-35c each. 5 passive Voices was also 35c.
- Watcher's Eye Zealotry Mod. I think it was a couple div. Can mix and match zealotry/clarity/vitality effects if needed, I guess.
- Bottled Faith flask. 12 div when I bought it, this late into the league.
These combined, not min-maxed, result in 34% increased damage taken to enemies in the effect of my consecrated ground. 75% increased effect of consecrated ground then brings that closer to 60% increased damage taken for enemies. PoB configs has me dealing 63% more damage because of it.
I threw on the Bastion of Faith Anoint for 87.5% reduced duration of damaging ailments from consecrated ground, which I always have around me when casting due to Inquisitor's Sanctuary creating it when I'm standing still. Which also means I have 87.5% reduced effect of curses on me, and 8.75% life regen due to it. Which pairs nicely with the increased life regen rate from Arcane Surge. And then lastly I’ve also got the runegraft of consecration for consecrated ground giving 30% increased mana regen. POB says it only gives another ~55 regen, of my 950 regen total, but every bit helps
Closing Thoughts:
I thought the build overall was fun. Greater Chain Support giving more chains makes arc skills very goofy. Fighting multiple tough bosses means the chains go back and forth 21 times across approx. 3 seconds. I didn't feel strong until I got the Abyssal Bloodline, with the recoup making it much easier for Mind over Matter from Cloak of Defiance to do it's thing. I haven't felt the need to run Agnostic, but I've been very tempted to do so.
Because I wanted to stack consecrated ground effect halfway through, I ended up scrapping my idea of using Pledge of Hands + Shroud of the Lightless. Pact of Beidat is so much more comfy when you can auto cast with a wand mod, than self casting it on left click, even if faster casting support got the cast time down to 0.3s or so. And since I needed to run Zealotry, I got to swap off Archmage to Frostmage support instead. I've been very surprising that I've actually got enough damage going to freeze most rares in 8 mod T16's. But I haven't tested this in any super juiced content since it is only 4m dps roughly, and the defenses are almost nonexistent other than recovery.
