Spent a day working on this pob. I doubt I'll ever be able to actually use the build due to the high costs of the items I decided to use, specifically some of the double corrupts and rares, but I wanted to show this off and get some input on making it better.
Going into making the pob, I knew I wanted to trigger frostblink of wintry blast with flicker strike. Maximum teleports.
After first trying with occultist, I remembered that cospri's malice exists, so the main skill, frostblink, is socketed into cospri. A squire is used to give it more damage.
This allowed me to make flicker strike (of power) both the triggerer for the main skill as well as a support, ie bonechill, fortify, culling strike.
Through a set of increased effect of ailments and the shaper of winter forbidden jewels, I got to 40% chill from flicker, and I decided to run melee splash to (hopefully) get the chill spread out in packs more.
Badge of the brotherhood, ralakesh's impatience, and inner conviction impart a lot of damage and crit chance. Due to using badge of the brotherhood, power charge stacking allows the build to also stack frenzy charges. It also made flicker strike of power a requirement (in the world of triggers being only flicker strike or flicker strike of power).
After that, it was a bunch of tacking stuff on and hoping it would work out. Flask charge on crit from watchers eye and bottled faith hopefully lets the build keep the consecrated ground rolling. Righteous fire is run for more damage. Abhorrent interrogation and willclash also impart more damage.
Defenses on the other hand came second. Mostly due to me forgetting about them and thinking evasion and spell suppression is enough. Anyways, willclash gives 40% spell block chance, fortify from flickerstrike is 20% less damage taken, twwt blinds enemies, ralakesh is corrupted for an extra endurance charge, and immortal call plays the roll of the guard skill. Without immortal call, ele max hit is 24k, phys is 9k, and chaos is 25k. When up, chaos doesn't change, phys goes to 13.6k, and ele goes to a little less than 37k. EHP of around 80k. RF degen without immortal call actually still does damage, but I'm assuming that with immortal call on left click, it'll be enough to keep life around max.
Also, enfeeble is used as a curse on hit corrupt, and frigid wake gives 10% reduced damage with hits to nearby enemies. Spell suppression chance is, of course, at 100%. It also has 40% attack block chance.
Mageblood and stormshroud allow for easy maxing of ele res as well as ele ailment avoid and stun avoid. Rolls on attack block chance are not perfect because I thought it would look better for attack block and spell block to match.
I think that covers the build. I hope that this theory craft and pob of mine will draw your interest. And maybe some much better theorycrafters can take what I made and increase the damage, survivability, and affordability. And no, I do not believe that using a skill other than flicker strike to trigger frostblink is an option.
